Because of our tireless devotion toward the ideal of integral human rehabilitation, it is obvious that we cannot accept to be vanquished by any sort of difficulty, and as long as there will be within our reach either injustice or social chaos, economic uncertainty or slavery, ideological confusion or tyranny – whether sectarian, orthodoxical, geonationalistic or of whatever political party – or want, totalitarism, intolerant bigotry, aggressive dogmas, imperatives promoted by means of violence, wars and organizations expressing unfair discrimination, Instinctive passions of hate and pride, or staple  egotism, the Universal Service Union shall be a necessary and unavoidable concept and action.

To us Universians and real and World Citizens, the realizations and the prestige of the Universal Service Union is something which must needs be counted upon by all means, and whether we continue to be foolishly imitated, or otherwise ridiculed and even persecuted, we remain asunder a unique gathering of earnest honest and free souls laboring to solve the problems of the world and to remedy the ailments of mankind in a practical way. We really do not play with ideals, and do not juggle with sacred feelings, or compromise on principles. Better still, we would never by-pass facts by remaining at the periphery of problems. Furthermore, we do not lay claims on absolute dogmas, nor do we have recourse to any form of pitiless imposition. Unfortunately, it is the world´s unutterable misfortune to be crushed by dictatorship, if nor by a cruel and ominous mediocrity.

The Universal Service Union is unquestionably the premier endeavor toward the organization of a peaceful World Commonwealth of free people, and also the only valid proposition thus far toward the constitution of the Parliament of Man. In the course of different precedent congresses in diverse countries, we have publicly voiced our purposes and ideals, and now believe that the moment has come to command mankind to travail in this direction or definitely agree to perish.

All are invited to participate in this task of ours. We also accept all criticism, provided it be after each one has engaged in the better efforts. Let us create first, and then linger on fancy criticism to our heart´s content if we must.

One of the most noteworthy guaranties for all lies in the fact that we do not enforce registration, because this is already something too much like regimentation. Neither do we deal with antisocial and criminal forces, or compromise with object interests or parties, because we cannot part from our pure and noble ideal.

The Universal Service Union (previously Universal Spiritual Union) is eager to make its Cosmic Voice heard, and it is with this purpose that we will hold the Great International Rally, inviting expressly all those who are interested in the practical and definite solution of the problems of the world.

Methodical criticism of the present world chaos, as well as irresponsible conformity must no longer constitute an honorable attitude. Nay, it cannot be possible any further to take the wrong for granted, or to tolerate its progress. It is our own lot to create the world which we require.

We are hailing a new turn of history, and unless we put our better resources to contribution in the form of practical solutions, humanity will continue to sink in the present maelstrom of confusion, doubt, worry and stupidity. Let us work in the open, and unselfishly, heart to heart, hand in hand, until all problems are really solved and a better world is our reward.

All those who really have at heart the dignity, well-being and happiness of mankind are earnestly to participate in this great task and adventure.

Please distribute profusely, and remember that persons, titles and fancy prestige are immaterial in the face of present day problems. Today we must lay aside the glamour and fanfare of personality, and decide to solve world problems and remedy human ills. Let us cast away all loads of foolish prejudice and silly pride, fancy doctrines and selfish designs, and get together to share the responsibility of meeting human needs and in solving all problems.

Let us work toward the establishment of a World Civilization of Universal Consciousness, founded on Universal Principles and Spiritual Values, and above all, according to a measure of mutual respect, moral disarmament and humanistic attributes.

IMPORTANT. All people, and learned, civic, fraternal and philosophical Movements, and mystic groups or Religious societies are requested to attend, or to send us their delegates, or to send as soon as possible their messages, papers or petitions.

Transactions, and all papers presented will be published for with, even if they arrive too late for the Congress. Register all important remittances.
